What the ministry pages say about IELTS, at a glance
The Kuwait Ministry of Higher Education publishes the conditions of its scholarship plans on separate pages of its e-services site. The 2026/2027 pages read for this guide are in Arabic, and the language-test rules differ from page to page. The table sets out what each one said when it was read on 24 October 2026. The figures are the ministry's, not ours, and requirements change from year to year, so open the page for your own route before you book a test. This page states no application dates, exam fees or deadlines, and it is not advice on what a particular applicant needs.
Band Booster IELTS is a private one-to-one tutoring service. It is not a test centre, it does not register anyone for IELTS or for a scholarship, and it has no connection with the ministry, any university or any test provider.
| Ministry page | IELTS Academic | TOEFL | What else the page says about tests |
|---|---|---|---|
| Distinguished (Merit) Scholarships (2026/2027 intake) | Overall 5.5 and no component below 5.5 | At least 47, taken at a centre the ministry has approved inside Kuwait; see the allowance for tests taken abroad below | The applicant must also reach the IELTS Academic score the accepting university sets for the accepted specialisation. An original, certified copy of the result is a required document. |
| Diplomats' Children (2026/2027) | The same figure: overall 5.5 and no component below 5.5 | At least 47, taken at a centre the ministry has approved inside Kuwait; the page adds that this follows the requirements of the countries students are sent to, and it also covers tests taken abroad (below) | Like the Distinguished page, it refers to the IELTS Academic score the university sets for the accepted specialisation. Students who want to study in the United Kingdom must take IELTS Academic UKVI. The page also covers tests taken outside Kuwait (below). |
| Disability Affairs Authority (الهيئة العامة لشؤون ذوي الإعاقة), 2026/2027 | Overall 5.5 and no sub-section below 5.5 | 45 | An accepted student has one full Gregorian year from the date of acceptance to reach the score the universities require for the accepted specialisation, in IELTS or TOEFL, before starting at the scholarship's study location. The page also allows results from tests taken outside Kuwait (below). |
| Academic System (a separate page with no year label) | United States and Canada: IELTS Academic not below 5. Ireland: IELTS not below 5 | United States and Canada: 45 | The page describes itself as the system for students accepted into scholarships abroad, and these lines sit in its per-country document lists. Not one of the 2026/2027 scholarship pages. Check which page applies to your programme. |
The Distinguished Scholarships page: three things to read together
The figure: 5.5 overall, 5.5 in every component
The page asks for IELTS Academic with an overall score of at least 5.5 and no component below 5.5. The ministry's Arabic wording for the second part is "in all components" (بكافة البنود), which on an IELTS result is naturally read as the four skill scores: Listening, Reading, Writing and Speaking. The two conditions apply together. The overall score is the average of the four skills, rounded to the nearest half band, so a good average does not make up for one skill below 5.5.
The university's figure can be higher
The same page says the applicant must reach the IELTS Academic score that the accepting university sets for the accepted specialisation. So the ministry's 5.5 is not necessarily the number that decides your case: the university's own figure can be higher. This page lists no university scores; they are on each university's admission pages. IELTS scores for study abroad explains why a visa minimum and a university's admission requirement are different things.
TOEFL as another option
TOEFL appears as another route at a minimum of 47. The ministry's wording limits that figure to centres it has approved inside Kuwait, but the same page also contains an allowance for results from tests taken outside Kuwait, described in the next section, so do not read the Kuwait limit on its own.
Documents, and where the test is taken
- Result document. The Distinguished page lists an original, certified copy of the IELTS or TOEFL result among the required documents.
- Inside Kuwait. The TOEFL line refers to centres approved by the ministry. This page cannot tell you which IELTS venue the ministry accepts, so ask the ministry. For where IELTS is held in Kuwait, as listed by IDP, the British Council and ielts.org, see IELTS test venues in Kuwait; that page reports what those providers list, not what the ministry approves.
- Outside Kuwait. The Diplomats' Children page says an IELTS or TOEFL result from a test taken outside Kuwait can be accepted if it was taken at a centre approved by the cultural offices abroad or by Kuwaiti embassies, for students whose secondary certificate is from that same foreign country. The Distinguished page carries the same allowance, and the Disability Affairs Authority page has a similar one, so read its wording, including who it applies to, on that page.
If you plan to study in the United Kingdom
The Diplomats' Children page tells students who want to study in the United Kingdom to take IELTS Academic UKVI. That is the ministry's instruction on that page, not a statement about visas from Band Booster, which gives no visa or immigration advice. Read your own route's page to see what it says. For the UKVI test types and venues that the Kuwait sources list, see IELTS for UKVI in Kuwait.
Pages that look alike but are different
The Academic System page
The ministry also has a separate Academic System page (النظام الأكاديمي) with no year label. It describes itself as the system for students accepted into scholarships abroad, and its test lines sit in per-country document lists: for the United States and Canada it gives TOEFL 45 or IELTS Academic not below 5, and for Ireland IELTS not below 5. It is a different page from the 2026/2027 scholarship pages, and this guide does not call either one out of date or say how they relate. Which page applies to your programme is a question for the ministry.
The older English copy
The ministry's site also has an English-language version of the Distinguished (Merit) scholarships page. It is labelled 2022/2023 and shows lower IELTS and TOEFL figures than the current Arabic page, which indicates that the requirement has changed between years. Treat that English copy as an older page and take no figure from it.
The year label
The headings of the Arabic pages write the year as 2027/2026. This guide calls them the 2026/2027 intake.
Other related pages
Students who already hold a ministry scholarship and are bound for the United States or Canada face a different question from the entry score, covered in IELTS and ESL rules for Kuwaiti scholarship students in the US and Canada. The Advanced Human Medicine programme has its own ministry page, covered in a separate guide. If you are applying to Kuwait University rather than for a ministry scholarship, see IELTS for Kuwait University undergraduate admission.
How Writing and Speaking are marked, and how lessons can help
IELTS scores run from 0 to 9 in half-band steps. Writing is marked on four criteria: Task Achievement (Task 1) or Task Response (Task 2), Coherence and Cohesion, Lexical Resource, and Grammatical Range and Accuracy. Speaking is marked on Fluency and Coherence, Lexical Resource, Grammatical Range and Accuracy, and Pronunciation. These descriptors are published, so you can check your own work against them. The ministry pages name IELTS Academic; Academic and General Training differ in Reading and Writing.
General teaching advice, not from the ministry:
- Start with your weakest skill. With a rule that no component may fall below 5.5, your lowest of the four scores matters as much as the average. The band score calculator shows how four skill scores average into an overall band.
- Practise Writing under time, Task 1 and Task 2, then have your Task 2 marked against the band descriptors.
- Speak aloud in the real three-part Speaking format.
At Band Booster, Mike teaches every session one-to-one over Google Meet. He holds the Cambridge CELTA, teaches from Hanoi and scored 8.5 in Speaking in his own IELTS. A session can cover Listening, Reading, Writing (Task 1 and Task 2) or Speaking (Parts 1, 2 and 3), with feedback during the session: see IELTS Speaking coaching and IELTS Writing feedback. There is no fixed course and no band is promised: progress depends on your starting point and the work you do between sessions.
Before you book a test
- Open the ministry page for your route (Distinguished, Diplomats' Children, Disability Affairs Authority, Academic System) and read the figure and the wording on where the test may be taken.
- Check the accepting university's IELTS Academic figure for your specialisation.
- If you will sit the test outside Kuwait, read the allowance above on centres approved by the cultural offices and embassies; if inside Kuwait, ask the ministry which centres it approves.
- If your page mentions the United Kingdom, read what it says about UKVI.
- Book with a test provider, not with Band Booster. Booking IELTS in Kuwait covers ID, payment and moving or cancelling a booking as the providers describe them.
For lessons, open the booking calendar: it shows each slot in your own time zone and your price in your own currency before you pay. Kuwait is in a higher regional price tier than Vietnam. You can reschedule at no charge up to 12 hours before a session. See also the online IELTS tutor page for Kuwait City, the page for Saudi Arabia, Qatar, Kuwait, Bahrain and Oman and about Mike.
