IELTS for Foreign-Trained Dentists and Oral Health Therapists: What the Singapore Dental Council's Pages Say

Last updated:

SDC asks foreign-trained applicants whose first language is not English to submit IELTS, TOEFL iBT or OET results; for IELTS it lists at least 7 for all four components, academic module, from a single sitting, with a 2-year validity period based on the test date. Band Booster IELTS is a private tutor, not SDC: Mike (CELTA, 8.5 in Speaking) coaches IELTS one-to-one online, and no band is promised.

Price: SGD 73.93 for a 60-minute one-to-one lesson; SGD 17.25 for the paid 30-minute trial. Amounts use the same price tiers as the booking page, in your local currency at exchange rates set on 6 October 2026. The booking page shows the exact amount before you pay, and PayPal charges the US-dollar equivalent (USD 57.76 for a 60-minute lesson).

The Singapore Dental Council (SDC) asks foreign-trained applicants whose first language is not English to submit IELTS, TOEFL iBT or OET results; for IELTS, its Qualifying Examination criteria page lists at least 7 for all four components in the academic module, from a single sitting, with a 2-year validity period based on the date of the test, and its oral health therapist page carries the same IELTS rule. Band Booster IELTS is a private tutor, independent of SDC and of any test centre: Mike, a CELTA-certified teacher based in Hanoi who scored 8.5 in IELTS Speaking, coaches IELTS one-to-one over Google Meet, and your price appears in your own currency on the booking page before you pay. No band is promised, and SDC alone decides what it accepts.

This page reports what the Singapore Dental Council (SDC) says on its own pages, read in October 2026. It is not registration advice, and Band Booster IELTS is a private tutor, independent of SDC. SDC decides who must submit an English test and which results it accepts, so confirm every line on its pages before you book. This page quotes no exam fee and no IELTS test date.

What SDC's criteria page says about English tests

The lines below come from SDC's page on the criteria for the Qualifying Examination, which showed “Last updated on 6 May 2026” when it was read. The page names IELTS, TOEFL and OET in one sentence, so IELTS is one of three tests it lists, not the only one. This page does not describe the examination itself, how to apply or what it costs.

QuestionWhat SDC's page says
Who must submit English examination resultsForeign-trained applicants whose first language is not English: results from IELTS or TOEFL or OET, within the minimum score SDC sets.
IELTSAt least 7 for all components (Listening, Reading, Writing and Speaking) in the academic module.
SittingThe scores must be obtained in a single sitting.
How recentA 2-year validity period, based on the date of the test (in the same sentence that names IELTS, TOEFL and OET).
OETAt least Grade B in each of the four components (listening, reading, writing and speaking).
TOEFLOnly the TOEFL Internet-based test (iBT) is accepted. The page gives different minimums for tests taken before 21 January 2026 and from that date; this page does not quote them, so read them on SDC's page.
Language of the examinationThe Qualifying Examination will be conducted in English.

Who the rule is aimed at: first language, not the degree

SDC's sentence sets two conditions: the applicant is foreign-trained, and the applicant's first language is not English. On a plain reading, the wording follows the person, not the language in which a dental degree was taught.

That is a different trigger from the Singapore Medical Council's, whose page looks at whether the basic medical degree came from a school that did not teach in English (see IELTS for doctors: the Singapore Medical Council). A rule learned from one council should not be carried over to another.

How SDC establishes an applicant's first language, what “foreign-trained” covers at the edges and whether any exception exists are questions for SDC, and this page cannot answer them. If your case does not fit the wording cleanly, ask SDC rather than a tutor.

The IELTS line, read carefully

Dentists and oral health therapists: two SDC pages, one IELTS rule

SDC publishes the criteria above in its information for dentists, and has a separate page on the qualifying examination for oral health therapists (OHTs). On IELTS, the two pages agree:

SDC pageThe IELTS rule it gives
Criteria for the Qualifying Examination (information for dentists)At least 7 for all components in the academic module, a single sitting and a 2-year validity period.
Qualifying examination for oral health therapistsThe same IELTS rule, with the same single-sitting and 2-year conditions.

The oral health therapist page uses the same wording as the dentists' page: foreign-trained applicants whose first language is not English are required to submit examination results from IELTS, TOEFL or OET, with the same IELTS line, 2-year validity period and single-sitting sentence. The two pages do not carry the same TOEFL lines and show different last-updated dates (6 May 2026 and 31 July 2025 when they were read), so read each page for the test you plan to take. The OHT page has its own criteria section, headed “Criteria for Qualifying Examination for OHTs”, which this page does not report.

OET and TOEFL iBT, as SDC lists them

The table above gives SDC's line on OET and its rule that only the TOEFL iBT is accepted; the TOEFL minimums are on SDC's page. SDC's sentence names IELTS, TOEFL and OET together and then gives the 2-year validity period and the single-sitting line, so read the page to see how it applies them to each test. This page does not compare the tests, and Band Booster teaches IELTS and General English, not OET or TOEFL.

The Qualifying Examination is conducted in English

SDC's pages say the examination will be conducted in English. That is separate from the test results in the table: one is the evidence you submit, the other is the language of the examination itself. Mike's lessons are English and IELTS lessons, not dental or clinical training, so they do not prepare you for the examination's subject matter. Band Booster also teaches General English (conversation, pronunciation, job interviews, presentations, work email), which is not preparation for it either.

Eligibility on the dentists' page: Category A, as SDC words it

The dentists' criteria page also sets out eligibility criteria for the Qualifying Examination. Under Category A it lists an offer of employment, and Singaporean/PR, married to Singaporean/PR and children of PRs, or possession of a recognised higher qualification, and says the applicant should fulfil criteria 1 and any of criteria 2 to 3. It lists a Category B for full-time MDS students in NUS. This is SDC's wording, not advice on whether it applies to you and not immigration advice. Oral health therapists should read their own page, which words its criteria separately; the English-test lines are only part of each page, so read it in full.

Planning around one sitting and a 2-year period

Because all four scores must come from one sitting and the period is based on the test date, note the date you sit the test; the date by which SDC needs your results is a separate question to ask it. Computer-delivered IELTS results usually arrive within about 2 days, with published ranges of 1 to 5 days, typical timings and not promises. See IELTS results in Singapore, computer-delivered IELTS in Singapore and IELTS test centres in Singapore.

What each of the four components asks of you

SDC's minimum is the same for every skill, but the skills are not alike. Listening is 30 minutes, 40 questions and 4 parts, with the recording played once. Reading is 60 minutes, 40 questions and 3 sections. Writing is 60 minutes: Task 1 is at least 150 words (about 20 minutes) and Task 2 is an essay of at least 250 words (about 40 minutes) that counts twice as much as Task 1. Speaking lasts 11 to 14 minutes in three parts: familiar topics, a long turn on a cue card (1 minute to prepare, 1 to 2 minutes speaking) and a discussion of abstract questions.

Because the minimum applies to every skill, it makes sense to let your weakest skill set the plan; that is general teaching advice, not guidance from SDC or IELTS.

If you work in another healthcare profession

Other healthcare professions come under other bodies with their own pages, so SDC's lines are not a rule for them. The page on IELTS for healthcare registration in Singapore sets those pages side by side.

Registering for the IELTS test is a separate step

Band Booster IELTS is not SDC, a test centre or the exam board: it does not register anyone for IELTS, set exam fees or dates, or send results to SDC. Those belong to the test providers, and how SDC receives results is a question for SDC.

Working on the skill that sits below 7, with Mike

Band Booster IELTS offers one-to-one online IELTS coaching, and Mike teaches every session himself, live in English on Google Meet from Hanoi. He holds the Cambridge CELTA (July 2017) and scored 8.5 in Speaking in his own IELTS; About Mike has more detail.

A session can cover Listening, Reading, Writing or Speaking, alone or mixed. Writing Task 1 and Task 2 are marked against the public band descriptors, and Speaking is practised in the real three-part format, with feedback during the session rather than days later. If one skill is the one standing between you and a 7, say so in your first session, so that practice can follow it. Related: IELTS Writing feedback, IELTS Speaking coaching, Listening and Reading (written for Vietnam, so ignore their prices).

A lesson is practice, not the test. Sessions can be recorded on request, with written progress notes in your account after each session. No band is promised: progress depends on your starting point and the work you do between sessions.

Common questions

Do foreign-trained dentists need IELTS for the Singapore Dental Council?

SDC's Qualifying Examination criteria page says foreign-trained applicants whose first language is not English are required to submit examination results from IELTS, TOEFL or OET. IELTS is one of the three tests it names, and whether the rule applies to you is for SDC to say, so read its page and ask it directly.

What IELTS score does SDC ask for?

The page asks for at least 7 for all components (Listening, Reading, Writing and Speaking) in the academic module. The scores must be obtained in a single sitting, with a 2-year validity period based on the date of the test. The rule is written for each component, so an overall band alone does not show that it is met.

Does the same IELTS rule apply to oral health therapists?

SDC's page on the qualifying examination for oral health therapists gives the same IELTS rule: at least 7 for all components in the academic module, a single sitting and a 2-year validity period. That page also says foreign-trained applicants whose first language is not English are required to submit examination results, and it has its own criteria section, so read it in full and ask SDC if your case is unclear.

Does SDC accept IELTS General Training?

SDC's IELTS line names the academic module. If you are thinking of General Training, ask SDC before you book, because this page cannot say how it would be treated. In Writing Task 1, Academic describes a chart, graph, table, diagram or process, while General Training is a letter.

Can I combine scores from two test dates, or use a One Skill Retake?

SDC's page says the scores must be obtained in a single sitting, so the four scores should come from one test. Whether a One Skill Retake result could count alongside an earlier sitting is for SDC to say, so ask it before you plan around one.

Does SDC accept OET or TOEFL instead of IELTS?

SDC's page names all three tests together. For OET it asks for at least Grade B in each of the four components; for TOEFL only the Internet-based test (iBT) is accepted, with different minimums for tests taken before 21 January 2026 and from that date. Band Booster IELTS coaches IELTS and General English, not OET or TOEFL.

Is the Qualifying Examination itself in English?

SDC's pages say the examination will be conducted in English. That is separate from the English-test results you submit. Mike teaches English and IELTS, not dental or clinical content, so lessons do not prepare you for the examination's subject matter.

Can Band Booster IELTS register me with SDC or promise me a 7?

No. Band Booster IELTS is a private tutor, independent of SDC and of the test providers; it does not register anyone for IELTS or with SDC, and no band is promised. Mike, a CELTA-certified teacher in Hanoi who scored 8.5 in Speaking in his own IELTS, teaches one-to-one on Google Meet, and the booking page shows your price in your own currency before you pay.
